The province released a bulletin this morning giving an early warning for spring flooding. 

Manitoba Infrastructure’s Hydrologic Forecast Centre says the combination of above-average soil moisture and freezing this winter is what is causing the early prediction. 

There is a risk that early weather predictions will change, but the province thinks this is unlikely. Manitoba experienced unseasonably high amounts of precipitation this fall along with already-high water levels for most of the province's rivers.

Northern Manitoba rivers appear to not run the risk of flooding, but the spring's melting rates will be a better indicator of the flooding risk.
