Two men have been arrested after a significant incident west of Winnipeg Thursday morning.

In a release, Winnipeg Police Service (WPS) says, "At approximately 2:30 a.m. North District General Patrol officers located a stolen Jeep in the area of McGregor Street and Jarvis Avenue. Members of the Tactical Support team became involved and the vehicle was tracked by AIR1 as it continued westward through the city. 

"The RCMP were notified as the suspect vehicle continued towards the Perimeter Hwy. A tire deflation device was deployed by WPS officers as the vehicle left the Winnipeg city limits and as a result, the Jeep came to a stop at a gas bar located in the 4100 block of Portage Avenue in Headingley."

At the gas bar, the two men - Melville Edwin Sanford, 37, and Terry Johnathon Dutko, 20 - approached a vehicle with three occupants that had stopped in the parking lot.

WPS says, "Dutko approached the car with a metal bar and both suspects proceeded to drag the occupants out of their vehicle. One victim attempted to retrieve property and was dragged approximately 6 metres before falling from the fleeing vehicle. This victim sustained significant injuries and was subsequently detained in hospital. "

Constable Rob Carver of WPS says the victim is now in stable condition in the hospital.

The two suspects, now in the second stolen vehicle, fled on to Portage Avenue. WPS forcibly stopped the vehicle by boxing it in and ramming them, at which time both suspects fled on foot.

Sanford was quickly arrested, however, the suspected driver, Dutko, was able to flee the area in a stolen WPS police cruiser car. During the escape, the vehicle was driven towards and struck, a Winnipeg Police officer. The officer did not require hospitalization. 

Carver says the three individuals from Quebec were, "hugely traumatized," and that, "A lot of our officers who were involved in this went through a lot of trauma as well."

The suspect fled westbound on the Trans Canada towards Portage la Prairie in an erratic and dangerous manner, at times surpassing speeds of 200 kilometres per hour.

"I would say the fact that there were no more serious injuries was a miracle."

Responding RCMP members were able to stop the fleeing vehicle at a gas bar located a few kilometres east of Portage la Prairie, after deploying a tire deflation device. 

The suspect fled the vehicle and attempted to carjack an adult female, however, RCMP members were able to intervene and arrest Dutko. 

Members of the Major Crimes Unit continued with the investigation.

Carver says that these two suspects have been working together for a while and are accused of 28 separate incidents as far back as February 25 - not including the additional 54 criminal charges from this incident on June 27.

Carver says, "This is one of the most significant crime sprees I have ever reported on."

Carver says that investigators worked late into the night to make sure all appropriate charges were laid against the suspects, but the task proved difficult as the event was so complicated:"Just an unbelievable set of events. I tried parts of yesterday trying to make sense of what was unfolding ... it was impossible to connect all of the dots."

"This would have been easier to explain if it had simply been a movie shoot in Winnipeg. Unfortunately, it was real life."

Carver, along with all WPS and RCMP involved, found the incident near unbelievable: "The level of recklessness, and public endangerment, and absolute disregard for anyone was shocking to everyone involved."
