A group with alleged gang affiliations is facing charges after a series of violent crimes came to an end.

RCMP Manitoba says in a matter of hours, a string of violent events occurred in Powerview, a community along Winnipeg River. Authorities believe they are responsible for several hours of continuous violent incidents, including multiple robberies in the area, on April 28.

"Powerview RCMP responded to a report of a possible gunshot at a residence in Powerview. Officers attended and confirmed that a window had been shot. No one was injured," RCMP Manitoba says.

This led them to investigate. 

A group of policing agencies, RCMP Major Crime Services, National Weapons Enforcement Support Team, East District Crime Reduction Enforcement Support Team, Forensic Identification Services, Winnipeg Police Service, and Manitoba First Nations Police Service, worked together to identify and arrest two suspects. A third suspect was identified and is being searched for by the police.

Authorities are asking for help to find 22-year-old Winnipegger Josef Spence, who has a warrant out for his arrest for:

  • Kidnapping with a Firearm
  • Robbery with a Firearm x2
  • Forcible Confinement
  • Breaking and Entering x2
  • Using a Firearm in the Commission of an Offence
  • Careless Use of a Firearm
  • Possession of a Weapon for a Dangerous Purpose
  • Unauthorized Possession of a Firearm
  • Possession of a Firearm in a Motor Vehicle
  • Weapons Possession Contrary to Order x2
  • Assault

He is approximately 6’2” and 160 lbs. Spence is Indigenous and has brown hair and brown eyes. Those with information are being asked to call Powerview RCMP at 204-367-2222, call Crime Stoppers anonymously at 1-800-222-8477, or secure tip online.

A 19-year-old Winnipeg woman is facing the following charges:

  • Kidnapping with a Firearm
  • Forcible Confinement
  • Break and Entering x2
  • Robbery x2
  • Dangerous Operation of a Motor Vehicle
  • Possession of a Weapon for a Dangerous Purpose
  • Unauthorized Possession of a Firearm
  • Possession of a Firearm in a Motor Vehicle

A 29-year-old Winnipeg man is facing charges including:

  • Kidnapping with a Firearm
  • Forcible Confinement
  • Uttering Threats
  • Robbery with a Firearm x2
  • Breaking and Entering x2
  • Pointing a Firearm x2
  • Using a Firearm in the Commission of an Offence
  • Careless Use of a Firearm
  • Possession of a Weapon for a Dangerous Purpose
  • Unauthorized Possession of a Firearms
  • Possession of a Firearm in a Motor Vehicle
  • Weapons Possession Contrary to an Order
  • Discharge Firearm with Intent
  • Mischief
  • Fail to Comply x3
