Winnipeg Police had previously released that on July 25, 2020, at approximately 8:00 a.m., Winnipeg Police General Patrol officers responded to a report of a male shot in the 600 block of Ellice Avenue. Officers located a male in his 50s on the street suffering from a gunshot wound. He was transported to hospital in critical condition but has since been upgraded to stable.
 
The investigation led to a residence in the 500 block of Maryland Street. Officers took several people into custody from within the house. Police presence in the area and the forensic analysis of the crime scene caused traffic disruptions on Ellice Avenue and Maryland Street for a number of hours. 
 
Shortly after 8:00 a.m., responding officers arrested a male suspect in a taxi cab stopped in a parking lot at Maryland Street and Sargent Avenue.

Leslie James LINKLATER, 28, was charged with:
- Aggravated Assault
- Discharge Firearm with Intent
- Pointing Firearm
- Possess Firearm Knowing its Possession is Unauthorized
- Possess Firearm Contrary to Prohibition Order
- Fail to Comply with Conditions of Release Order x 2

The investigation of this incident continued by members of the Major Crimes Unit. Images were released to the public for identification, and on July 28, 2020, a second suspect was arrested.

Kolbie Richard STUMPF, 35, has been charged with:
- Aggravated Assault
- Discharge Firearm with Intent
- Pointing Firearm
- Unauthorized Possession of a Prohibited or Restricted Weapon

Both were detained in custody.
