A Winnipeg man and woman are both facing manslaughter charges after almost a  year-long investigation into their baby's death.

Cst. Claude Chancy of the Winnipeg Police Service says that emergency personnel were called to a residence for reports of an unresponsive child on March 23, 2023. Members of the Winnipeg Fire Paramedic Service administered CPR to the child before conveying her to the hospital where the child, one-year-old Hanna Boulette, was pronounced deceased.

Both the mother and the father were charged with Criminal Negligence Causing Death at the time, and the father, a 38-year-old Winnipeg man, was also charged with Possession of a Controlled Substance after officers alleged to have found a small quantity of fentanyl on his person at the time of his arrest. Both parents were released at the time.

The Child Abuse Unit took over the investigation at that time and now alleges that "both parents were not forthcoming with details of the incident and were present and had been aware of Hanna’s fentanyl exposure before later calling emergency."

Chancy told reporters on Monday that the parents' delay in contacting emergency services likely had an impact on the child's death.

The WPS says that autopsy and toxicology reports determined that Hanna’s death resulted from high levels of fentanyl intoxication.

The Child Abuse Unit consulted with Manitoba Prosecution Service which authorized the charge of Manslaughter against the parents.

On February 2, 2024, investigators arrested both parents at their residence in the first 100 block of McKenzie Street without incident.

Both parents have now been detained in custody.
